An honest opinion

Cash ISAs are changing
from April 2027. Here's
what you need to know.

The government has announced new ISA rules, subject to legislation. The annual Cash ISA limit for under-65s will drop to £12,000 while the overall £20,000 ISA allowance stays intact — meaning more may look to Stocks & Shares ISAs to put their full allowance to work.

Key facts from 6 April 2027

Before April 2027 From 6 April 2027
Overall ISA limit £20,000 £20,000 unchanged
Cash ISA (under 65) £20,000 £12,000
Cash ISA (65 and over) £20,000 £20,000 unchanged
Stocks & Shares ISA Within £20,000 limit Within £20,000 limit unchanged
Interest on cash in non-Cash ISAs Tax-free 22% charge 1
Transfer S&S ISA → Cash ISA Allowed Not permitted for under-65s

1. From 6 April 2027 the government has said that interest earned on cash held inside a non-Cash ISA will carry a 22% charge, paid to HM Revenue & Customs by the ISA manager rather than by you. You will not need to declare anything, and your Personal Savings Allowance is unaffected. These measures were announced at the Autumn Budget 2025 and remain subject to legislation. Why is the government making this change?+
The government has said the aim is to encourage more people to consider investing, while still preserving flexibility for legitimate investment activity within non-Cash ISAs. It has also announced anti-circumvention rules designed to prevent people using non-Cash ISAs simply as a way to hold large long-term cash balances or move money back into Cash ISAs.
What does this mean for Stocks & Shares ISAs?+
Stocks & Shares ISAs continue to sit within the overall £20,000 annual ISA limit. You can still hold some cash within your S&S ISA — for example while waiting to invest, receiving sale proceeds, or keeping a small cash balance. However, from April 2027, interest paid on cash held in a non-Cash ISA will be subject to a 22% charge paid by ISA managers to HMRC. You won't need to declare anything — and your Personal Savings Allowance is unaffected.
Can a Stocks & Shares ISA still hold cash-like investments?+
Cash-like assets will still be allowed in non-Cash ISAs as part of a diversified portfolio, but a portfolio made up of 100% cash-like assets will not be permitted. From April 2027, cash-like assets are expected to be defined as Money Market Funds only. Common investments — individual shares, funds, investment trusts, ETFs, corporate bonds and government bonds including UK gilts — would not be treated as cash-like.
Can I transfer from a Stocks & Shares ISA to a Cash ISA?+
From April 2027, if you're under 65, transfers from a non-Cash ISA into a Cash ISA will not be permitted. Transfers from a Cash ISA into a non-Cash ISA will still be allowed. For people aged 65 and over, this transfer restriction will not apply from the start of the tax year in which they turn 65. Currently it is not possible to transfer existing ISAs to Investwizz.
What does not change?+
Investment risk does not go away. A Stocks & Shares ISA is different from a Cash ISA — investments can fall as well as rise and you may get back less than you invest. Cash may be suitable for money you need in the short term or don't want to put at investment risk. Investing may be more appropriate for longer-term goals, but it involves risk and returns are not guaranteed.
The cost of a percentage

Fees compound. So does saving them.

A percentage fee scales with your balance, so the bigger you get, the more you pay. Drag the numbers to see what a flat fee keeps in your pocket — and where it doesn't.

Comparison methodology

Illustrative projection assuming 5.775% gross annual growth and a 0.25% fund cost applied equally to both options; the comparison platform charges the percentage you select on your average balance each year, while Investwizz charges a flat £9.99 a month. Percentage rates are typical category ranges and may not reflect every provider, tier or product. Real returns will differ and could be negative; this is not a guaranteed outcome and past performance is not a guide to future results. The cash reference assumes around 1.31% (variable).
